Is there any evidence to support that this wouldn't hurt small businesses? My understanding is that many small businesses, particularly niche ones, wouldn't be able to scalably reach their customer base if the price of personalized ads were to increase. Is there any evidence to the contrary?
They're certainly better in that regard, but there remains enough to not prefer them either. (Taxes, worker rights, keeping unwanted apps out the store, not allowing installation of alternative OSs, planned obsolescence) ...

Who cares? Why is mass surveillance justifiable if it means advertising is slightly more cost effective for small businesses?
